Al-Mu'minun 23:49

وَلَقَدْ ءَاتَيْنَا مُوسَى ٱلْكِتَـٰبَ لَعَلَّهُمْ يَهْتَدُونَ

And We certainly gave Moses the Scripture that perhaps they 1 would be guided.
